摘要:

跨部门协同监管是国家治理体系现代化的内在要求，但实践中协同效应常呈现“九龙治水”的负面特征。既有研究大多从政策框架视角，把协同部门视为被动执行工具，将协同失灵归因于制度缺陷的线性因果逻辑。构建“情境-理性-行为”分析框架，以贵州省Q州协同监管为例，追溯协同困境生成逻辑。研究发现，制度模糊背景下，协同部门作为理性组织，在政治情境中主动调适并维护组织声誉安全，决定协同部门行为的策略选择。竞赛式治理、选择式执行、仪式化行为与避责型静默四种典型的协同失灵表现，本质上是部门在注意力场域下综合权衡声誉风险后的相机抉择结果。为理解协同困境提供新的理论视角，在实践中提升公共治理回应，为进一步提高治理效能做出特殊贡献。

The Generative Logic of Cross-departmental Collaborative Regulatory Dilemmas in New Forms of Tourism: A Case Study of Q Prefecture

Abstract:

Cross-departmental collaborative regulation is an inherent requirement for the modernization of China’s governance system. In practice, however, the collaborative effect often presents a negative feature of “too many departments trying to manage the same issue yet none taking full responsibility”. Most existing studies, from a policy framework perspective, treat collaborative departments as passive implementation tools and attribute collaboration failure to a linear causal logic of institutional deficiencies. Taking the collaborative regulation in Q Prefecture, Guizhou Province as a case study, a “Context-Rationality-Behavior” analytical framework was constructed and to trace the generative logic of collaboration dilemmas. The research finds that, against the backdrop of institutional ambiguity, collaborative departments, as rational organizations, proactively adjust and safeguard organizational reputational security within the political context, thereby determining their strategic behavioral choices. Four typical manifestations of collaboration failure—competitive governance, selective implementation, ritualized behaviors, and blame-avoidance silence—are essentially the results of departments making discretionary choices after comprehensively weighing reputational risks in the attention field. A new theoretical perspective is provided for understanding collaboration dilemmas and a unique contribution is made to enhancing public governance responsiveness and further improving governance effectiveness in practice.
